new tonight, a school employee being paid with your tax dollars is facing charges for foodstamp fraud. >> the free money should be for people who don't have much money. >> we find out she and her husband had a combined income of nearly $100,000 a year when they were caught. >> tonight an orange county district employee whose husband is a teacher for the district is accused of double dipping. >> she cheated the system to collect foodstamp benefits. channel 9's karla ray is live downtown ofthe northeast maintenance center where that woman works. she was arrested there. is she still employed by the

afternoon and a school spokesperson told me that she is still listed as an employee here, and her husband is still listed as a teacher. investigators say it was an omission about her husband's salary that allowed her to get them obtained illegally according to police reports. inside this building is a customer service representative for orange county public schools northeast maintenance, cheryl ham, paid with your tax dollars. in cross county at ivy lane elementary school, her husband is also paid on the taxpayer dime, as a special needs varying exceptionality teacher. between june 2013 and december 2014, investigators say thetwo made more than $100,000, an average of $6000 per month, even with summers off. but at that same time, investigators say they illegally took thousands more of your tax dollars through foodstamp fraud. >> somebody who is struggling needs it. nasa money making all that

an 8-year-old boy who was hit riding his bike. he was not wearing his helmet and how to be flown to arnold palmer hospital for treatment. police have not released any information about the suspect's vehicle. of course we will stay on top of the search for the driver throughout the night and new developments and the latest on that young man's condition on eyewitness news this morning starting tomorrow at 5:00. breaking news in kansas, authorities are investigating a deadly shooting that left at least four people dead including the gunman. the shooting began on a street and ended inside a business that makes lawnmower products in hesston, 35 miles north of wichita. investigators say the shooter, cedric ford, worked at the store and was later shot and killed by authorities. right now investigators are surrounding his home where they believe the remake could be inside. we will stay on top of the store and will update you when we know more. in seminole county, child services is investigating after a toddler was shot in the hand. aaron davis and devolia sims were arrested, who were caring

morning. they face child neglect charges. an arrest report we obtained from police stated sims changed her story several times as to where she was when the child was shot. the child is recovering from her injuries. republican candidates are having a showdown before super tuesday. >> marco rubio and ted cruz have one goal. take down donald trump for the biggest day in the primary. super tuesday. christopher heath has been watching. it did not take long for the gloves to come up and stay all. >> reporter: donald trump was center stage, he was joined by marco rubio and ted cruz, both are in jobs within seconds of the debate. the opening question was about illegal immigration, if the front runners agreed on only one thing, that was it. supporters woolard as they

illegal immigrants in an effort to take down a man leading the polls, rubio said trump is the wrong guy for the job, saying he has hired illegal immigrants, taking away jobs from a american citizens. senator cruz got in on the action, saying trump's wall is not an original idea. the bombshell, cruz says he has been fighting for a wall since 2013. he says he was undermined by trump who was funding open border politicians. >> anyone who cared about illegal immigration wouldn't be hiring illegal immigration. the only one who cared one to be funding harry reid and nancy pelosi. would not be funding the gang of eight. >> you will be using illegal immigrant labor to do it. the second thing about the trade war, i don't understand. your ties and the clothes you make were made in mexico and china. >> you wouldn't know anything about that. >> reporter: john kasich, governor from ohio, and doctor ben carson were also on stage although they did not get face time.

animosity has to do with a couple pulls it came out. ted cruz in his home state of texas with a slight lead over donald trump, antigo polls coming on in florida, both show marco rubio trailing substantially behind marco -- donald trump. both are trying to get their punches in, cruz trying to texas. marco rubio trying to retake the lead in florida. martha and greg? 9 investigates found out the city of orlando paid big bucks to build a fire station on the spot but the ground is contaminated. city officials don't know how much it will cost taxpayers to clean it up. the city paid more than $1 million for the new property off of robinson street but later found out the place was contaminated with metal parts. even though cleanup costs are still unknown, the city told us they will try to get a brownfield sight agreement with the state to recover some money. tonight, crews have not decided when they will resume work on the multimillion dollar

backed up and killed a worker. sg&l told us they are giving workers 10 degrees and will pick up where they left off after they review safety protocols. there is no word on how long that will take. >> safety is really, really important to us. so we want to make sure it is safe on that corridor for the public and for the workers as well. >> we asked again tonight if the 21 mile stretch and multi- year project will be delayed. sgl would only say crews prepared for unforeseen circumstances. tonight, a dozen people face charges after local and federal investigators say they took a big bite out of street- level heroin dealing in orange county. the 12 people were part of a drug trafficking organization bringing in roughly $100,000 a week. the group would make appointments, then meet in parking lots, mostly on the i- drive tourist areas. tonight the search continues for two more suspects

man at gunpoint and stealing his car which was used in another armed robbery. this story was breaking last night at 10:00 and 11:00. so far, four people have been arrested in connection with the grind. investigators say they stole a man's car from the eagle reserves apartment in orlando yesterday, then used it to rob another man near a mall. police and seminole county deputy spotted the suspect who then bailed from the vehicle. new tonight, woman says it took 40 minutes for deputies to arrive after she was harassed on the beach. >> she posted her story on social media and it got more than 4900 shares. jeff levkulich joins us tonight. she says that she shared that story to warn others about the man. mike also to let the brevard county sheriff know that the time it took deputies to arrive at the beach is unacceptable. we were there as karen mcclanahan of melbourne beach

this afternoon. >> i did not want that man to take that away for me. >> reporter: mcclanahan is talking about this man, she posted his picture on her facebook page to warn others. it has been shared more than 3500 times. on tuesday she was searching for treasure when all of a sudden, this stranger came up to her and started an awkward conversation. >> use asking if i thought he could be a porn star, pointing down to his groin. very much parading that around. >> reporter: mcclanahan tried to get away from him. at times, he blocked her path. she called 911 asking for help. they told her they would send help right away. >> up to the point where he went off on the boardwalk, got off of the phone with me because they felt that he wasn't a threat. and really, he was on the other side of the boardwalk waiting for me to come over. >> reporter: she says she stood by the ocean's edge frozen, hoping to see a police officer coming over the boardwalk. >> it looked like he had made up his mind, like he was going to do something terrible. >> reporter: she called her husband, ran to her car, drove

minutes later. >> it is so disappointing that i was not helped when i needed help. >> reporter: when she asked deputies what took so long, they told her they were on a domestic violence call. we asked the brevard county sheriff's office the same questions for her tonight but are still waiting to hear back. reporting live for melbourne beach, jeff levkulich, joe 9 eyewitness news. 9 investigates firefighters unknowingly exposed to asbestos will have to monitor their lungs for years to find out if they have been infected. broke this story earlier. the abandoned complex on mercy drive was being prepped for exercises by firefighters. but it had an asbestos problem which was well documented in city files. all firefighters exposed to asbestos they want to know how

in the future. tomorrow, crews will be back looking for a missing boater in north orange county. william robles went fishing yesterday morning on lake beaclair. hours later, the boat was found empty, circling around the lake. search crews told us the waters are cold and choppy which is making it harder for divers to look for the guy. winter garden leaders set rules for database that would help them pick who give the invocation prayer before meetings. we told you about the proposal last year. leaders came up with an idea after the incident force the city to briefly banned prayers at its meetings. the database will include all individuals, religious or nonreligious, within city limits. new tonight, a brawl inside a juvenile detention center sends two kids to the emergency room. why the two officers who tried to break up the fight are the ones who got in trouble. debris out there tonight which means we will have a windchill factor dropping overnight.

how the safety of the youth are handled there. we found out that two juvenile officers were disciplined for improperly supervising the kids when the fight broke out, sending two boys to the er. >> reporter: within 20 seconds of the doors opening, a fight breaks out as 27 juveniles walks back inside with just two officers. raymond brown, leaving upfront, and galvin valentine in the back. only 30 seconds passed as the two officers try to break up the fight and call a code blue before second fight breaks out, leading to mayhem. the report shows a sergeants did show up to help but at one point in the video, you see only one officer trying to take on a handful of youth, as another comes running in to continue fighting. even as officers appear to regain control, the fighting does not stop. i read in the report multiple juveniles saw medical staff, and at least two were sent to the er, after getting, quote,

the report took four months to complete, and in the end, the officers were given disciplinary counseling for improper supervision and remain on the job. i read the officers went against protocol and allowed the youth to move inside in an unorganized fashion with no structure or control, creating distance. making it difficult to supervise. we reached out to the department of juvenile justice to ask what more they could have done when the video shows they were clearly outnumbered, and the report shows that, quote, appeared to do what they could to break the fight up. can a norman, channel 9, eyewitness news. >> the department of juvenile justice says the safety and well-being of the youth's number one priority. we found out the day of the fight that you son video there were more than 120 juveniles at the facility and 14 staff working the floors to handle them. that is nine kids per officer. in volusia county tomorrow, the county's first indoor shooting range combined with the restaurant and bar will officially open for business. the owner of volusia top gun in daytona beach says employees

order drinks or enter the shooting range. staff will also use a state-of- the-art surveillance system to make sure no one who brings shoots guns. the owner told us strict rules are in place to keep people safe. >> there is no firearms allowed in the restaurant, period. that's something also that no other restaurants does. >> he says if you order even one drink you can't come back and shoot until the next day. tonight, the american heart association will implement a stricter policy about doing in -- business in cities that are not smoke-free. the policy goes into effect in july 2017. the orange county convention center is one of the places that will be impacted. the heart association holds an event every november which brings $40-$50 million into the local economy. >> this is not something that is policy has been talked about for a long time. and it has suddenly come to life. >> state lawmakers are considering a bill right now

it's going to be a little bit nippy in the morning but this is february. temperatures above the below our seasonal normal. we should be in the lower 50s, instead we will be in the low 40s for winter spring. over by oviedo and lake jessup, temperatures in sanford at the international airport, 44. down in kissimmee, remington and cypress reserve, mid-40s. st. cloud, the same. upper 30s north and west. a little bit of a priest should keep the frost at a minimum, plus the dewpoint is very low, there's not a lot of moisture to turn directly over from water vapor to frost. it kind of skits that water phase. overall, better chance for processing in toward early saturday morning. you can see cool air filtering and behind that huge storm. kind of an unusual southern storm. the el nino phenomenon kept that strong southern jetstream. that storm went across the course, tornadoes along the

officials at an assisted living facility in sumter say they will continue to take measures to keep people from coming down with a nasty virus. 20 residents and a dozen employees have gotten sick. the department of health says the employees are keeping those who are sick separated from those who are not. they are also limiting who can come in and out and giving visitors masks to wear. >> i think they are doing everything that they possibly can and they certainly aren't keeping it under wraps. they are trying to keep us informed. >> officials are trying to determine what is making those people sick. a new earnings report shows things may be improving for the world. the management teams as they saw $3.3 million increase in total revenue. as for attendance, all of the parks saw a 1% increase. the theme park had been fighting an uphill battle since the release of a documentary challenging whales in

the big story coming from sea world, the park's ceo admits to spying on opponents. see world says they used at least one employee to pose as an animal rights activist. first by accusations levied by peta. the theme park says it launched an internal investigation and ended the practice. >> i think it's good that they owned up to it. i don't know how it will affect people's thoughts and people going to the park. >> sea world said it is working with a new consultant, developing new policies and security practices. the holy land experience is picking up the tab to remove a mural painted without permission on state property. the i-4 ramp at conroy road has been restored to the original condition. we told you last year, that fdot says a religious mural was painted without knowledge. we asked the state about the price and who ordered the removal but did not get an answer. >> it was interesting for us to see the resolve. we are disappointed it took 10 months to do so. >> emails showed people complained about the mural as far back as july.
